Dallas County Local Housing Trust Fund

The Dallas County Local Housing Trust Fund (DCLHTF) was established in 2004 with the mission “to provide and expand safe and affordable housing to low income residents of Dallas County.” The trust fund is governed by a 15 person Board of Directors, who acts on behalf of the member communities and residents of Dallas County. The board has adopted a Housing Assistance Plan (HAP) to outline priorities. The HAP is available for review here.

The Dallas County Local Housing Trust Fund has hired MIPA to perform administrative duties for the Trust Fund.

The Dallas County Local Housing Trust Fund Owner-Occupied Rehabilitation Program assists low income homeowners within Dallas County with housing repairs and correcting code violations. The awards are in the form of a five-year forgivable loan to eligible households with incomes less than 80% of the Area Median Income. Eligible property types include single family dwellings, but do not include mobile homes, homes being purchased on contract, duplexes or rental units. The house assisted must be the primary residence of the applicant.

To prepare to submit an online application you will want to have the following items ready:

-Mortgage Statement (if applicable)
-Homeowner’s Insurance
-Bank/Financial Statement for all assets
-Income documentation for household members over 18
-Current Federal Income Tax Return

Notice of Board Meeting and Public Hearing

The public hearing is seeking public comment on the 2026 Housing Assistance Plan. An in person or virtual public hearing will be held at 1 PM on Monday, September 22nd. Meeting information is listed below. The public hearing will include information on the proposed application for funding to the Iowa Finance Authority such as the proposed budget, the draft HAP, a review of the application to be submitted to IFA, the types of anticipated projects, how the anticipated funds will and should be allocated, and general discussion of the application. The DCLHTF Board will meet on Monday, September 22 at 1:00 PM. The agenda will be posted HERE prior to the meeting.
